Desafios de uma Amazônia Sustentável: Causas da não utilização do potencial de investimento do Fundo Amazônia

Resumo

O Fundo Amazônia (FA) foi criado pelo Governo Federal em 2008, e é gerido pelo Banco Nacional de Desenvolvimento Econômico e Social (BNDES). Trata-se de uma iniciativa pioneira e um estratégico instrumento de captação de recursos de doações voluntárias para investimento não reembolsável em ações de prevenção, monitoramento e combate ao desmatamento e de promoção do desenvolvimento sustentável no Bioma Amazônia. Nunca houve no Brasil um volume tão expressivo de recursos não reembolsáveis dedicados a uma única causa. O FA já recebeu aportes dos Governos da Noruega e da Alemanha, e da Petrobrás, totalizando cerca de R$ 235 milhões 1 em recursos ingressados, de um total de R$ 1,3 bilhão de recursos comprometidos pelos doadores, condicionados à apresentação de resultados. Dessa maneira, o FA recebeu cerca de 20% do seu potencial de captação, em cinco anos de operação. Esse estudo foi baseado em uma pesquisa empírica exploratória, de natureza qualitativa e descritiva, e teve como objetivo investigar as causas da não utilização do potencial de investimento do FA, na perspectiva de seus stakeholders. Foi utilizada uma combinação de metodologias por meio da triangulação de métodos (pesquisa documental e entrevistas em profundidade) e dados (análise de conteúdo e discurso).

Abstract

The Amazon Fund was created by the federal government in 2008, and is managed by the National Bank for Economic and Social Development (BNDES). It is a pioneering initiative and strategic tool to manage grants from voluntary donations to non-refundable investment in prevention, monitoring and combating deforestation and promoting sustainable development in the Amazon region. There never was a grant amount in Brazil as expressive of grant resources devoted to a single cause. The fund has received contributions from the Governments of Norway and Germany, and Petrobras, totaling about R$ 235 million in funds entered, a total of U.S. $ 1.3 billion of funds committed by donors, conditional on the presentation of results. Thus, the Amazon Fund received about 20% of its potential funding over five years of operation. This study was based on an exploratory research, descriptive and qualitative in nature, and aimed to investigate the causes of not using the potential investment of the fund in the perspective of its stakeholders. It was used a combination of research methodologies considering the triangulation of methods (documental research and in-depth interviews) and data (content and discourse analysis).

Resumo

Estudar os projetos do Fundo Amazônia, a fim de compreender suas motivações, desafios e resultados, é uma maneira de compartilhar e orientar outras iniciativas. Este estudo visa apresentar e avaliar um de seus projetos, o Bolsa Floresta implementado pela Fundação Amazônia Sustentável – FAS. Os principais objetivos são reduzir o desmatamento, promover a conservação ambiental e incentivar projetos para melhorar a qualidade de vida. O desafio seria fazer a floresta valer a pena, por isso foi criado um programa de Pagamento por Serviços Ambientais – PSA. Além de apresentar ações que estão sendo desenvolvidas para preservar a floresta viva, o resultado desta pesquisa fornece sugestões a serem implementadas pelo Banco Nacional de Desenvolvimento Econômico e social – BNDES, a fim de otimizar suas operações, reduzindo custos e priorizando o meio ambiente e as comunidades locais.

Abstract

Study the Amazon Fund Projects in order to understand their motivations, challenges and results, is a way of sharing and guide other initiatives. This study seeks to present andevaluate one of its projects, the Bolsa Floresta implemented by Fundação Amazônia Sustentável – FAS. The main objectives are to reduce deforestation, promote environmental conservation and encourage projects to improve the quality of life. The challenge would be to make the forest worth, for this reason was created a program of Payment for Environmental Services – PES. Besides introduce actions that are being developed to preserve the forest alive, the result of this research provides suggestions to be implemented by Banco Nacional de Desenvolvimento Econômico e Social – BNDES in order to optimize their operations, reducing costs and prioritizing the environment and local communities.

Projeto Biodiversidade da Universidade Federal do Pará – Belém – Fundo Amazônia

Resumo

O presente trabalho tem como objetivo avaliar o Projeto Biodiversidade, um dos projetos financiados com recursos do Fundo Amazônia, administrado pelo BNDES, como parte de desenvolvimento do conhecimento sobre as questões da Amazônia (Brasil).

O Projeto Biodiversidade é coordenado pelo Instituto de Ciências Biológicas da Universidade Federal do Pará – UFPA e visa fortalecer a infraestrutura de pesquisa relacionada ao estudo da biodiversidade atuando em dois componentes. O primeiro componente se refere à aquisição de equipamentos e à construção de um edifício denominado Centro de Estudos Avançados da Biodiversidade (CEABIO), que ampliará o espaço físico à disposição do Instituto de Ciências Biológicas (ICB) e reunirá grupos de pesquisa da UFPA. O segundo diz respeito à reforma do Laboratório de Planejamento de Fármacos e do Laboratório de Neuroquímica Molecular e Celular e à compra de equipamentos a serem utilizados pelo grupo de biotecnologia daquela instituição de ensino e pesquisa.

Procura-se avaliar as dificuldades de execução do projeto, as impressões dos gestores da UFPA com relação ao relacionamento com o BNDES para a elaboração do projeto, no seu acompanhamento e sua execução financeira. Ao final, algumas recomendações são feitas à entidade que vem recebendo os recursos e ao BNDES, que administra o Fundo Amazônia.

Abstract

This study aims to evaluate the Biodiversity Project, one of the projects funded by the Amazon Fund, managed by the Banco Nacional de Desenvolvimento Econômico e Social – BNDES (national development bank), as part of the development of knowledge on the issues of the Amazon (Brazil).

The Biodiversity Project is coordinated by the Institute of Biological Sciences, Federal University of Para – UFPA and aims to strengthen the research infrastructure related to the study of biodiversity acting in two components. The first component refers to the acquisition of equipment and the construction of a building called the Center for Advanced Study of Biodiversity, which will expand the space available to the Institute of Biological Sciences and will bring together research groups UFPA. The second concerns the reform of Planning Laboratory and Drug Laboratory of Cellular and Molecular Neurochemistry and the purchase of equipment to be used by the biotechnology group that institution for teaching and research. Finally, some recommendations are made to the entity that is receiving the resources and the BNDES, which manage the Amazon Fund.
