Resumo
As economias de todo o mundo já presenciam os efeitos das mudanças climáticas. O grande desafio é mitigar esses efeitos de forma a garantir um sistema climático seguro para as futuras gerações sem comprometer o crescimento econômico. Em resposta a esse desafio, a UNFCCC em conjunto com 156 Estados-membros firmou acordo global de limitar o aumento do aquecimento global em no máximo 2°C acima dos níveis pré-industriais, a partir da redução de pelo menos 50% das emissões de gases de efeito estufa (GEE) até 2050. A Noruega posiciona-se com uma referência em termos de políticas climáticas, demonstrando pioneirismo e liderança em ações mitigatórias tanto em âmbito nacional como internacional. Por isso, desperta interesse em entender como este país vem contribuindo para a redução das emissões globais ao mesmo tempo em que prospera socioeconomicamente. Analisar suas intenções para o período pós-2020 pode proporcionar aos demais países uma forte sinalização de como alcançar altos níveis de progresso alinhados a um acordo global. Nesse sentido, esta pesquisa objetiva analisar as políticas mitigatórias de emissões de gases de efeito estufa da Noruega à luz da INDC reportada à UNFCCC, contribuindo para a construção de conhecimentos a partir dos preparativos para COP21, em Paris.

Abstract
Economies around the world are already witnessing the effects of climate change. The big challenge is to mitigate these effects in order to ensure a safe climate system for future generations without compromising economic growth. In response to this challenge, UNFCCC (United Nations Framework Convention on Climate Change) together with 156 Member-States signed a global agreement to limit the increase in global warming to a maximum of 2°C above pre-industrial levels, expecting a reduction of at least 50% of greenhouse gases emissions (GHG) by 2050. Norway ranks as a reference in terms of climate policy, demonstrating pioneering leadership in mitigating actions both nationally and internationally. Therefore, understanding how this country has contributed to the reduction of global emissions while thriving socially and economically arouses interest. Analyzing the Country intentions for the post-2020 period can provide other countries with a strong signal on how to achieve high levels of progress aligned to a global agreement. In this sense, this research aims to analyze the mitigation policies of greenhouse gas emissions in Norway in the light of INDC (Intended Nationally Determined Contributions) reported to the UNFCCC, contributing to the construction of knowledge already taking into account the preparations for COP21(21st Convention of the Parties) in Paris.
