Focos de Calor e Redução de Gases de Efeito Estufa: O Caso do Projeto de Proteção Florestal de Tocantins no Contexto do Fundo Amazônia.

Resumo
Este trabalho tem por finalidade avaliar o projeto Proteção Florestal de Tocantins – Corpo de Bombeiros Militar de Tocantins – financiado pelo Fundo
Amazônia. O trabalho apresenta o Fundo Amazônia e o projeto que tem por âmbito equipar o Corpo de Bombeiros do estado para aprimorar o seu combate a incêndios
e queimadas ilegais na região. Também, o projeto contextualiza o projeto na sua fase inicial e os diferentes agentes envolvidos e aponta o impacto dos focos de calor
na região e sua contribuição no aumento dos gases de efeito estufa. Os objetivos atingidos até o presente são evidenciados e dados graças a:
relatórios, mapas e entrevistas de responsáveis do projeto e apresentações de responsáveis do Fundo Amazônia.
A falta de maiores informações devido ao estágio primário do projeto está apontada. Resultados positivos em relação ao uso da verba recebida e objetivos
propostos ao Fundo Amazônia são apresentados, assim como recomendações ao FA e gestores do projeto, tais como, uma avaliação que incorporaria todos os
projetos de Corpos de Bombeiros dos estados amazônicos e financiados pelo Fundo. Por fim, sugere-se a necessidade de focar também em iniciativas que
promovam os impactos das práticas das queimadas ilegais. O estudo vem questionar o financiamento de um órgão público pelo Fundo Amazônia.

Abstract
This study aims to evaluate the project Proteção Florestal de Tocantins – Fire Brigade of Tocantins – financed by the Amazon Fund. The study presents the Amazon Fund and the
project that aims to equip the Fire Department of the state to improve its work on fighting fires and illegal burning within the region. In addition, the project in its early stages and the
different actors involved are contextualized. Finally, this paper points out to the impact of fires in the region and its contribution to increased Greenhouse Gases.The objectives achieved to date are highlighted including data collected through:  reports, maps and interviews of responsibles of the project and presentations from Coordinators of the Amazon Fund. Importantly, this work points out the lack of information due to the primary stage of the project. Positive results regarding the use of funds received and objectives proposed to the
Amazon Fund are shown. Recommendations to the Amazon Fund and managers from the selected project, such as an assessment that would incorporate all projects of the
Amazonian Fire Brigades states and financed by the Fund are also presented. Finally, the study suggests the need to also focus on initiatives that promote the impacts of the practices
of illegal burning. The study questions the funding of a public entity by the Amazon Fund.

Projeto Olhos D ́Água da Amazônia – Alta Floresta (MT)

Resumo
No presente estudo é analisado o desenvolvimento do projeto Olhos d ́Água da Amazônia, de Alta Floresta (MT). O objetivo do ensaio é apresentar a evolução do projeto nos anos 2011 e 2012. Como procedimentos metodológicos, são utilizados a pesquisa bibliográfica da literatura, entrevistas e análise documental.

Resumo

O Fundo Amazônia foi criado em 2008 para promover a redução do desmatamento e o desenvolvimento sustentável, contribuindo para o alcance das metas do Plano Nacional sobre Mudanças do Clima brasileiro. Com cerca um bilhão de reais não reembolsáveis para distribuir, tem o BNDES como avaliador e gestor dos repasses para as instituições públicas e privadas que apresentem projetos considerados alinhados com seus objetivos. Passados cerca de cinco anos de sua criação, o Fundo apoia 37 projetos, tendo mais 30 em análise e 23 em consulta, segundo informe de maio de 2013, com apenas R$ 152.247.728,91 (cerca de US$ 70 milhões) de valores liberados. A avaliação do modelo de gestão do Fundo Amazônia, feita neste trabalho, revela alguns dos fatores que contribuem para que seu desempenho esteja aquém das expectativas, tanto nos repasses de recursos quanto no atingimento concreto das metas estabelecidas quando da sua constituição, além de oferecer algumas das possíveis soluções para os problemas detectados.

Abstract

The Amazon Fund was created in 2008 to promote the deforestation reduction and the sustainable development, contributing to the achievement of the goals established at the
National Plan on Climate Change in Brazil. With about $ Reais 1 billion of grants to distribute, has the BNDES as an evaluator and manager of transfers to public institutions and private projects that have been considered aligned with its principles. After about five years of its inception, the Fund supports 37 projects, with 30 more under review and 23 in consultation, according to a report in May 2013, with only R$152,247,728.91 (approximately U.S.$70 million) of funds released. The evaluation of the Amazon Fund management model developed in this work reveals some of the factors that contribute to its performance still under the initial expectations, both in the transfer of resources and the achievement of its major objectives, at the same time that offers some possible solutions to the problems detected.
